DOLE – through the National Conciliation and Mediation Board (NCMB) conducted a one day LMC Convergence of Programs with the NMFDC Management Staff on July 20, 2017.

The activity aimed to structure a plant-level DOLE programs in the Northern Mindanao Federation of Dairy Cooperatives – Highland Fresh Dairy Products (NMFDC – HFDP) with its Management Staff. In pursuant to the implementation of Department Order No. 131-13, Series of 2013, otherwise known as the “Rules on Labor Law Compliance System”, to facilitate compliance with labor laws and sustain sound employee-employer relations through the Labor-Management Cooperation/Council (LMC), and the mandate of the different DOLE offices and attached agencies on plant-level programs and services.

LMC Convergence of Programs means that all plant-level DOLE programs and services shall be delivered through one plant-level structure which is the LMC. Programs on productivity, occupational safety and health, family welfare, grievance, and most importantly, the plant-level bipartite compliance committee mandated to conduct joint assessment and OSH investigation under the DOLE Labor Laws Compliance System (LLCS), shall be converged to address decent work deficits, foster harmonious labor-management relationships and industrial peace, and increase productivity and competitiveness of enterprises.

The responsible offices and agencies of the Department of Labor and Employment (DOLE) for the LMC Convergence of Programs are the following: National Conciliation and Mediation Board (NCMB); National Productivity and Wages Commission (NWPC); Occupational Safety and Health Center (OSHC); Employees’ Compensation Commission (ECC); DOLE National Capital Region as regional representative; Bureau of Workers with Special Concerns (BWSC); Bureau of Working Conditions (BWC); and Bureau of Labor Relations (BLR).

The management staff learned a lot from the topics discussed to wit: LMC by Ms. Junaliza M. Aragon; Grievance by Ms. Jocelyn L. Saa; Quality and Productivity by Atty. Ma. Vergel B. Walag; and Employees Compensation Commission (ECC) by Ms. Stella Mae D. Obice. It opened the minds of the participants about their rights as employees, encouraged the employer to promote good governance, and paved a way to DOLE in reaching out the Management Staff of NMFDC – HFDP towards its LMC Convergence of Programs.
